Information received that about 4 cows were tied under heavy rain in paddy field in a heavy rain lashing for 3 days. Early morning, we had reached the place and filed a complaint at Aluva Police Station. A case has been registered against the owner, Usha, under the Prevention of Cruelty to Animals Act, 1960.
